You have to tell use what you mean by "locked out". If you mean it's disabled because you entered the wrong passcode too many times, you need to back it up and restore it on the last computer it was synced with to remove the passcode, as explained at the bottom of this article under "If you have previously synced your device with iTunes": http://support.apple.com/kb/HT1212. If you don't have access to that computer you'll have to force it into recovery mode to restore it using an existing backup, if you have one (see http://support.apple.com/kb/ht1808).
