The above solution did not work, I did the reset to factory settings steps and guess what the "IPod is disabled" is still on

I performed the steps associated with setting my ipod to factory settings because I forgot my passcode and have been locked out of my ipod. I followed the steps, and guess what the Ipod still says Ipod disabled connect to itunes, which most people know will not help either. Please help me.
