Generally this is a sign that the iPhone had previously been

hacked/modified/jailbroken and the update relocked it to the

original wireless carrier. If this is the case, only that wireless

carrier can unlock your iPhone. You must contact them to see

if they offer unlocking and if you qualify.

Where did you acquire this iPhone?

What wireless carrier did you use before this problem?

Does the app Cydia appear on your iPhone?

What does it say when you look at Settings=>General=>About=>Carrier?

Find an answer elsewhere or buy a new phone. Discussing jailbroken phones is forbidden by the terms of service.

Your phone was jailbroken or hacked to unlock it and it has now re-locked to the original carrier (at best).

    We can NOT help you.

Do a restore, and that should solve your problem. As @KiltedTim said, we cannot, and will not, help you with jailbreaking.

    http://en.wikipedia.org/wiki/IOS_jailbreaking

Jailbreaking alters the software on your iPhone so the operating

system no longer works as intended. The side effects include not

being able to activate the iPhone.

Search elsewheres for assistance. There will be none here.
