Syncing but Not Transferring New Songs

I'm having issues syncing my ipod to the my itunes on my new laptop. It'll say it's syncing but no new songs are being transferred and I don't get the option of deciding what gets transferred over, etc. I never even saw a pop-up recognizing the new iPod device. Please help!
