play count isn't incrementing

I know it was because tracks have counts but it has stopped and I don't know why. I did get one track to increment but I don't know what I did. However, it was outside the smart playlist and that may be where the problem is.

I have one smart playlist that consists of HD tracks I have downloaded. The rule restricts the list to tunes played less than twice. However, the list count, currently 71, never changes and some tunes have been played several times.
