I had to switch from an Airport extreme to the phone companies router, so I no longer can use my Airport Extreme.

The AirPort Express would not be able to "extend" or "repeat" the signal wirelessly from a non-Apple router.....if that is what you are asking.

No but you can have a second wi-fi access-point (assuming the non apple router also has wi-fi)
