Can I connect an external hard drive to an Apple TV (Newest Model) and view a video on the external drive?

Unfortunately not. All content must come from iTunes.
Unfortunately, you can only see on your Apple TV content from the iTunes Store or the content you have saved on your iTunes library on the Mac or PC
Or would I have to connect the drive to my Mac, then wirelessly stream the video from my Mac, to the Apple TV?

That option will work. If you are running OS X Mountain Lion and your Mac is compatible with AirPlay Mirroring, just select the AirPlay icon on the menu bar on your Mac and choose the Apple TV, so your Mac will be streamed onto the Apple TV.
If your Mac isn't compatible, download AirParrot > http://www.airparrot.com
Could I also put the video on my fathers i-Pad then stream it from there?
If that iPad is compatible with AirPlay Mirroring, you can use it too

Press AirPlay Mirroring on my last comment, and it will take you to the AirPlay Mirroring webpage with the minimum requirements. It has to be an iPad 2 or newer with iOS 5 or later
