ipad has pop-up box that says "ipad hasn't been backed up in 8 weeks.
I am unable to do anything - even turn the thing off - HELP!! It is plugged into power, connected to WIFI. What am I missing? What does it mean by "locked"

You might try a forced shutdown to begin with, hold down the top and home buttons together until the device shuts down, then restart it.
