But you can't restore to any iOS version you want. You only have permission to restore to the latest iOS version that Apple is still signing shsh blobs for.
As an alternative, you can get the shsh blobs that will allow you to restore to any other iOS version from cydia.
But I am telling you : this doen't always work because it can be that cydia also doesn't have the shsh blobs.
So I recommand you to restore/upgrade to the latest iOS verison available for your iDevice.
