I have an iPhone 4S bought from Saudi Arabia. It does not have Facetime on it. Atleast I can't find it in the settings and I am not able to make Facetime calls from it. Is it possible to install Facetime on it?
I thought Facetime was an iOS feature. How is it possible not to have it on my phone?

Facetime in UAE countries is banned by the government. There is no way you can get Facetime on your phone.

Because it is banned, by the government, on all iPhones sold in Saudi Arabia. If you wanted FaceTime, you should not have purchased an iPhone there. And no, there is no way to add it to your phone now.
Any phone purchased in a Middle Eastern country will not have Facetime on it, because it is banned by the Governments, so it has been disabled and there is no way that you can get it.
Complain to your Government about this or purchase an iPhone from another country that does allow Facetime.
