Q: can ipad 3rd generation with wi-fi be set up to get cellular?

I just bought ipad 3rd gen with 64 g capacity with wireless and not cellular. I was wondering if I use ATT as my carrier, can I get it set up for cellular as well?

If you bought a Wi-Fi iPad, you can use it with your network carrier buying a MiFi to connect the iPad > http://www.att.com/shop/wireless/devices/hotspots.html
