why is the celluar data and network configuration menus still blocked in my legally unlocked iphone 4?

I recently switched a prepaid carrier, airvoice wireless, with my iphone 4. AT&T granted me an unlock which worked successful in itumes after the restore. I should now be able to see this pathway Settings > General > Network > Cellular Data Network, which I need to edit in order to use cellur data with my new service. AT&T hides these settings, but usually an unlock results in unhiding them according to internet accounts. I tried downloading the approriate APN profile from http://unlockit.co.nz/, but this did not work for me either. I need to edit the MMSC, MMS, and APN to be able to use cellular data with airvoice wireless. Any advice?

I did try this earlier but it doesn't work using the iphone config utility software for mac os 10.6. For step 3, I tried to follow my carriers instructions (http://www.airvoicewireless.com/support/phone-support/iphone/) I entered my carrier's APN (att.mvno), and left the user name and password blank as instructed. For the "Proxy server and Port" field, I used the MMS proxy given by airvoice. There is no field to enter the MMSC address though. I tried to install the profile anyway and I get an error message "profile installation failed: The profile could not be added to the device". I have no idea what part the config profile failed. What should I try next?
