Nowadays our smart phones has replaced our PC. So is it possible to use iCloud from any phone browser, better than running to find a PC which's not always close by, to find or retrieve our lost/stolen device.

No, you can't access iCloud.com from a mobile device, you don't need to there is a find my phone app available.
You can access your data on icloud using the various apps on an iOS device. There's no need to use a mobile browser to access icloud.com unless a friend is using your device to check his/her data - that's the one negative to the system.
As for a lost device, download the Find My iPhone app to your device. This is used on iOS to track devices.
Actually, you do have a problem, in that the Find my iPhone app on a mobile phone can't be used to locate another phone, and it can't be used to locate your own phone if that phone is lost!!! Therefore, you either have to go to a computer, or use a mobile device that has a browser installed that the app does not recognize as a mobile browser.

You should go back to your original post regarding this for a detailed explanation of how to use iCloud and Find My iPhone.
I just entered a post basically complaining about this paradox, that when a mobile device is lost, often another mobile device is the one that is most easily available, yet Apple does not allow access to find a lost iPhone from any mobile search engine.
Apple should find a way to enable us to access and activate Find My iPhone from another mobile device.
