It has the Reminder categories, but no Reminders. I still get notifications when they're due, but I can't view/edit them in the app.
I tried unchecking it in iCloud and then rechecking it, but it doesn't fix it.

While disconnected from iCloud, I tried creating Reminders. They worked fine but if I restarted the app, they'd be missing. Doesn't seem to be an iCloud problem.
Can you see them if you go to icloud.com?

I think the answer will be no, but has Reminders ever worked correctly?
I tried to find files like a .plist file for Reminders, but couldn't. Hopefully, someone smarter than me can jump in here because I'm down to suggesting a reinstall of 10.8.2 from the Recovery Drive (command + R) at startup.
Was working fine until today. Used it every day. I used AppCleaner to try and locate any related files, deleted them all, ran friend's copy of the Reminder's app and it was still not working correctly.
Only thing I can think of is that I turned on Find My Mac recently. Don't see how that'd be related, though.
Also, I've only used OS X for a couple years -- do I lose anything when I reinstall OS X?
I can't see why Find My Mac would make a difference, but turn it off and see what happens. Troubleshooting software can be a long process at times.
Since it just quit working, if you have a backup (hopefully you do) try restoring the application and its related files, which you found when you used AppCleaner. Restoring the application may say you can't do that. If it balks there might be another solution.
Answer to your second post, in theory no, but I would do a complete hard drive backup in Time Machine or use a cloner before reinstalling, just in case of an oops.
If you are not familiar with cloners, here are the two most recommended. I haven't used them:
