Get an FTP client "application" like cyberduck. plug in your FTP info & then upload the files to your server
You can't import HTML pages into iWeb: you can of course upload them and link to them in iWeb.

well this isn't a pulished site. it's just an interractive HTML file...
You still can't import it but, as roger has pointed out, you could upload it to your hosting account and link to it from an iWeb site.
Once you upload your folder and html file to the root directory of your server with a 3rd party FTP client create a text based hyperllink in iWeb using the Inpsector/Link/Hyperlink pane:
Select the External Page option and enter the following into the URL field: http://www.your-domain-name.com/VL white_VR.1.html. That will create a link to your html page.
