so i have an ibook g4 that wont turn on at all

I've tried taking out the battery and turning it on with just the charger in. When i press the button on the battery, no lights show up. When I plug the charger in, I do get a green light indicating that its charging. On top of everything, whenever I try to turn it on, I get a quiet humming from about the power supply general area.
