I forgot my security question answers. Won't receive email confirmation. Help!?

I can't make any purchases on my PC, Ipad, or any other of my IOS devices because when I try to do so, a message pops up saying I need to answer my security questions. Of course I made these half a million years ago, so I do not remember them at all. I tried several times to send an email confirmation containing my passwords, but no email from Apple has come in about the subject. I've tried to send the confirmation email on several occasions and still nothing. Please help.
