Unfortunately, it does not appear as if your printer is AirPrint compatible, so you will not be able to print directly from the iPad "as is".
Check this Apple Support document to confirm:
However, if you install another App like Print Central on the iPad, this might allow it to print to your printer. Print Central will work with most printers, but there are no guarantees that this will work on your printer. Good luck if you decide to try this.

If I change the Location Service would that help? I put in the canon app in and for the photo album it told me I could not access the location service. To change the location service and I did and couldn't get in. Thanks

I do not think that Location Service would have anything to do with printing from the iPad to your printer, which is what you asked about originally.
You really should post in the iPad support area for questions about Location Services on the iPad.
