It is usually easier to do it from Mac and then you can just access it from windows.
To do initial setup on win 7.. install the airport utility (download or use the CD)
Plug the TC by ethernet directly into the computer.
Setup all SMB names, short, no spaces, pure alphanumeric.
On the file sharing page, setup the workgroup correctly. WORKGROUP generally.
Set guest access to read and write.. makes life easier if you don't need a password for security.

As LaPastenagure says, it is easier to setup the Time Capsule from a Mac since the Windows Firewall and/or anti-virus programs will often block the connection from the PC to the Time Capsule.
