How can I connect to Internet on my 4th gen apple I pad if it is only wifi?

Wow, well...

There are lots of free wifi hotspots out there. Pretty much any modern smartphone has a "personal hotspot" feature and most data plans allow tethering (the use of personal hotspots) now.

As you have a Wi-Fi iPad, you can connect it to your wireless router to connect your iPad to the Internet. If you don't have one, you have to buy it.

If the iPad was purchased 15 days ago or less, you can return it and get a Wi-Fi + Cellular iPad, so you can connect to the Internet using your carrier's network
