blinking apple logo while charging, will not stay charged or come on after logo reads completely charge. Cannot confirm ipod hooked up to itunes with usb connected.

I would make an appointment at an Apple Store Genius Bar to have it evaluated; your charging issues could be hardware-related. You can make an appointment at http://apple.com/retail/geniusbar/
Try:
- iOS: Not responding or does not turn on
- Also try DFU mode after try recovery mode

- If not successful and you can't fully turn the iOS device fully off, let the battery fully drain. After charging for an least an hour try the above again.
- If still not successful that usually indicates a hardware problem and an appointment at the Genius Bar of an Apple store is in order.
