I have followed the info on how to use home sharing but it does not seem to work. I have I-Tunes 11 on both old and new computers. Old computer is using vista and new is using windows 8. Not sure if that is the issue.

To use home sharing
1) Ctrl B to show top menu
2) File > Home Sharing > Create Home Share. Enter an apple id and password click create. You MUST use the same apple id on both machines irrespective of whether they use different Apple IDs to logon to itunes store
You should now see the Orange House symbol under shared in the left hand sidebar
If you cannot see the sidebar then from the top menu View > Show Sidebar
I have it set up where I can see both home sharing icons on both computers but it is not allowing me to import/export anything. What else am I doing wrong?
The usual cause is not using the Same Apple ID to create the Home Share on both machines.
I definately have the same apple IDs on both computers I was wondering if it had something to do with using Itunes 11 or Windows Vista and Windows 8 on the computers.
This does not come up on either computers. The Home Share button shows but there is nothing underneath it
I cannot see the picture you have posted. You need to use the camera icon to insert a picture file.
