Is it a non-Retina, with an optical drive? Buzz lasts for about 1 second, then the system "bong"?
If you have a MBP with an optical drive what you're hearing may be the optical drive engaging upon startup. Wouldn't call it a buzzing noise, more like a whirring noise.

Hello; it's more of a buzzing noise, and now I don't hear the chime upon startup.
You're still within warranty - if you feel that it's not the normal optical bay drive whirr and if you're not getting the startup chime, take the machine into your local Apple Store or an AASP and have them fix the problem.

That chime is annoying to many, and I have a program lodaed to lower its volume, but it also indicates that all hardware passed its startup tests.
It's (the chime) not annoying to me...what is annoying is that the buzzing noise has over-ridden the chime, and this is not the way the machine is supposed to start up. Thanks.

If it doesn't make the noise when a disk is in the drive, it is the drive.. I have the same problem. Common problem upon MBPs, even when brand new.
The lack of the "all is well" chime concerns me, unless the OP intentionally loaded software to slience it.
I took it into Genius and the tech did a pram reset, which brought back the chime. They said the buzzing was normal, and this was the optical drive. But, the chime just stopped again. Any ideas as to what is causing this to keep happening? Thanks!

Thanks, I know this is not right. Been to Genius Bar twice now. And talked to Apple Support Techs. It's still not keeping the chime after resets.

For one, you have a default 1 year warranty, which you do not want to let expire.
For another, that chine is a critical part of the system, that for some is an annoyance but at least it sticks around.
At some point, they have to either fix it or give you another (at least in my opinion they will eventually have to give me on that chimes).
Make a very good clone before you go back in. CarbonCopyClone ($40 download). You will need to clone it back onto a new system eventually, I suspect.
