cannot connect to itunes store on ipad3

how to i get out of cannot connect to itunes store on ipad3. i have tried all the fixes on the web and none work. i almost at the point of begging; time shift doesn't work neither does change of DNS 8.8.8.8 work; updating ipad nor reinstalling latest softwar for ipad3 jim
