Iphone 4 disabled for 2 weeks now

there is no way to unlock the phone. you will either have to wait out the disabled period or use other hacking methods which could result in having to restore your phone

No choice. To remove it, you'll either have to back up your phone, then restore it on the last computer it was synced with, as discussed under "If you have previously synced your device with iTunes" here: http://support.apple.com/kb/HT1212, or wait it out.

How long does it take, until I can use the iPhone again, without a restore, by typing in the correct passscode?

The wait period is shown on the lock screen. In the image below, for example, the wait is 1 minute ("Try again in 1 minute").
