My Apple iphone 4s is currently the carrier Vodafone IN. I like to insert a New SIM card of TATA DOKOMO. How can I manage it with TATA DOKOMO SIM.

You need to contact your carrier and ask them about the procedure concerning unlock iPhone. Not all carrier will unlock iPhone. If they don't then you are out of luck.
