Push files via profile manager?

I have an Active Directory environment that we are starting to incorporate several Macs into. Is there a way to passively push files and commands out to the macs based on policies? For instance we have policies that install certain software based on group policy. We need to be able to do this on a MAc. ARD is not an option because we need it to be done automatically, and ARD only allows you to push out settings if the computer is on. We need to capture everything in the net and not miss one. If Profile MAnager can't do this, is there something else that can?
