What do I have to do to get my emails from Icloud to go to MS outlook?

I have an iPad and an iCloud acct. Recently I received a reply to an email message on my ipad that I didn't receive on my computer. the sender said it was sent back to me on the iclould address. My pc did not have the icloud downloaded. So I downloaded the icloud panel onto my pc. What now. How do I get my icloud email to show up on ms outlook? Also when I open the icloud panel, there are several apps there. notes, mail, reminders, etc. When I click on them, they that the connections could not e made. What do I do now,
