I have an Iphone 5 on AT&T. Today, for some reason, there was a period of time where no one could reach me as the phone was sending all calls to voicemail. The phone was working as I was using wi-fi but had the 4G off. Can I still receive voicemail (it's ok if not visual voicemail) even with 4G off or does 4G have to be turned on for me to get a notification that I have voicemail?

As long as you have a cellular connection of any type (EDGE, 3G, 4G, and LTE in AT&T's case) you should be able to be reached for calls and voicemail notifications should still be pushed to your device.  Sometimes it may take several minutes for a voicemail notification to appear depending on the quality of cell service. Generally, if you are not receiving calls and/or voicemail notifications and your phone has cell service, you should contact your service providor (in this case AT&T) and also try restarting your phone.
