cannot access internet without wifi ?

Even though my iphone 5 displays 3G coverage with full bars the phone will not access the internet. It's seems like the phone doesn't even try to work, I say this because the small rotating indicator at the top of the desktop never appears.It doesn't effect the calling or texting ability only internet applications.

Any ideas will be appreciated.
