Yes. iCloud requires iOS 5 or newer. Your iPad can be updated to iOS 5.1.1. If you aren't running iOS 5 you'll need to update it first. After doing so, you can set up iCloud as described here: http://www.apple.com/icloud/setup/ios.html.
