I just had to return the iphone 5 i received for a new one, now on this "new" iphone, I cannot connect to *228, is this an iphone issue or a Verizon issue? I get a message that says "this number is not allowed".

What is *228 supposed to do?
I'm familiar with *225 (the letters BAL, which asks about the balance due on the cellular carrier bill).
That's because the iPhone 5 is 4G and I'm assuming you're with Verizon since the *228 is their way of updating the roming capabilities. You won't need to do *228 with the iPhone 5 or with any 4G Verizon device.
So no worries. There's nothing wrong with your phone. Verizon's 4G devices don't need the *228.
