I occasionally notice that my phone and iPad can connect to Wifi, that the iPad is still 'using' the Personal Hotspot feature of the phone. (phone shows a connection, iPad shows the linked chain icon)
Does data requested from the iPad then use the iPhone's Wifi data connection, or does it use the iPhone's data?

If the iPhone Personal Hotspot feature is being used, the iPhone is not connected to an external WiFi network. It is using data.

If your iPad is showing the linked chain (Hotspot) symbol, it is using the cellular data from the iPhone. To switch to an available WiFi network, you will need to change it within Settings on the iPd.
So there's no intelligence on the iPhone to direct data to 'the cheapest pipe' then? If the iPhone is aware of a wireless network that the iPad is not aware of, and they're linked, the iPad is still consuming data from the cellular network?
Correct, it will remain connected to the Hotspot until you tell it to do otherwise.
