Where, oh where, is iTunes Producer?

I am completely stumped. I've been looking for iTunes Producer for about an hour. I can't find it anywhere or instructions on how to get to it. I am registered as a paid bookseller but that and $3 will buy you a cup of coffee, no more.

All I want to do is use the program to publish a book. Why is this so hard?
