No they cannot. You cannot connect the devices together. You can sync the same content to both devices in iTunes or you can use automatic downloads on both devices in order to keep your downloaded apps, books and songs in sync on both iPads, but you cannot sync one with the other.

Connect the iPad to the computer and launch iTunes.
Click on the iPad name on the left side under devices.
Click on the Apps Tab on the right - at the top of the window
Click on all of apps that you want to sync to the iPad in the apps list
Click on the Sync Apps Heading in order to select it.
Click on Apply in the lower right corner of iTunes
Do the same with the other iPad. Just choose the very same apps in iTunes. You can sync multiple iPads with iTunes and the identical content on both devices if you want them to be identical.
If you are running iTunes 11 - at the menu at the top of the screen and go to View>Show sidebar so that you will be able to see your iPad under the device heading. The new iPad, iOS 6, 64GB WiFi
