This is the first time I have had to use the answers and I can't remember the answers. How do you reset them?

Search that article for '2 out of 3' and either have a message sent to your rescue email address or contact the iTunes Store staff directly.

I have looked at the article multiple times. I am having trouble trying to send the email. I don't know where to go.

From that link, click on Account Management, push the button for Apple ID account security, choose your country, click Continue, and then push the Email button. Wait for them to respond.

You can try phoning Apple Support, but they need to take some action to reset your account. If you're desperate, create a new Apple ID and use that instead.
