Yes... iTunes Gift Cards are only Valid in Country of issue.

I primarily use the US account for most things, including US-issued iTunes gift cards. But, if there is an app only available on the UK store, such as the app for my UK phone carrier billing, then I download and install that from the UK account. Your nephews will be able to open a UK itunes account with a UK itunes gift card.

The Legal notice for the iTunes UK Store reads as follows:
"Gift Certificates, iTunes Cards, Content Codes, and Allowances purchased in the United Kingdom may be redeemed through the Stores only in the United Kingdom."
It also states:
"The Service is available to you only in the United Kingdom. You agree not to use or attempt to use the Service from outside this location. iTunes may use technologies to verify your compliance."
Using the UK store from the USA is a violation of the iTUnes Store Terms and Conditions, and could get your nephews' accounts terminated.
Offer them that you will take the cards back, and think of another gift if you wish.
