Documents don't upload/download on ipad/all ok on iphone

I have an ipad 2, iPhone 4S

I had my ipad replaced by apple, previous to this icloud synced my numbers and pages docs perfect.

Now I have checked every possible setting like for like against the phone and ipad and all are exact.

I have both apps updated and all logins and options are correct and match.

Use data network is on, use icloud is on and on in each app

Now I can create/edit on my iPhone and all uploads and downloads fine.

I try it in my ipad and nothing, I just have the upload arrow no matter how long I leave it waiting or if I am on cellular or wifi

I can check the icloud usage from my ipad and see the iphone created files are there but it won't download.

This is driving me absolutely crazy.. Please help?
