You buy an ipod. When you receive it, you can then mail to someone in the U.S
Apple will not ship out of country at all.
If you buy from Amazon or MacMall or other online store, you may be able to have it shipped to wherever you want. Amazon gives you the option of shipping to an address other that your own. I ordered my Touch 5 from MacMall and there were no shipping charges because of the price ($284.99 for the 32GB model). You may have to pay shipping charges to Canada.
