I got a used iphone 4 from a friend and When I try and set up my ICLOUD acct, it tellse I have used all the available icloud accounts allowed for this device, and it will not let me do anything, what do I do?

You can't do anything. Once the limit has been reached, it can't be reset.
You'll have to create your iCloud account on another device and then set it up on yours after.
