No. Only the carrier your phone is locked to can authorize your phone's official unlocking. Apple does not unlock iPhones. So, contact your carrier as to cost/procedure.

Thanks for the anwers, but I have a problem So because I was talking with the Carrier and they say that I must to Unlock before to change the carrier and they say that they cannot actually. What can I do? I would like to use my Iphone with my new carrier.

The new carrier can't do it. Only the carrier that the phone is locked to can unlock it.
Check here: http://support.apple.com/kb/HT1937 to see if your carrier provides unlocking. If not, there's nothing you can do.
I was talking with the carrier that locked (orange spain) and they said that is not posible.

All of the carriers in Spain offer unlocking including Orange. You'll need to get back onto them and find out what the process is. Ask to speak to someone else if the first person you speak to claims it is not possible.
If you carrier do not unlock your iPhone then there is nothing much you can do other than selling it and buy directly from Apple unlock. Apple do not unlock iPhone that are carrier locked on user behalf. Only the carrier the iPhone is locked to can unlock iPhone for you.
