A tiff is an image (tagged image file format), and can only be edited using an image editing application like Photoshop. This will be true of any image format you produce from a scanner. To "translate" the tiiff back to text you would need optical character reading (OCR) software.
Free OCR software won't have the highest degree of accuracy, this isn't critical if you are doing small amounts of text however if you are scanning something that has lots of text (like a newpaper article) then accuracy is important. Only you can weigh what your needs really are, the free apps that come bundled with a scanner or AIO printer aren't the highest quality normally so just be aware of that.
A TIFF file is an Image file, A Photo. It is not editable in a text editor. You need OCR software to create a Text File from the scan.
Shootist007: sorry about the echo. I type too slowly!
