Question about iBook for account and paid account.

So I want to publish a book, but I want to make the first book free of charge. The second book (which is like part 2) I want to offer for $0.99. I looked at the paid account, but I don't want any upfront charges until the second book. I know I have to offer my bank account (can the bank account be changed later?) and my tax stuff, not a problem, but is there any fees, even a $1 to confirm bank account?
