15" MacBook Pro fan running cold, but fans are constantly at 6200 RPM!

Hi guys, I'm hoping someone here can help me fix my issue with my beloved MBP.

It's running cold (around 33C) and the fan is always running at around 6200 RPM. It starts right when the computer starts up, and continues - even when I only have one or two programs running:

I tried, on recommendation from past threads, to reset the SMC. It didn't have any impact.
