My IPAD is saying that it must be plugged in and connected to wifi to do the icloud backup, but the message will not let me click ok to turn on the wifi. How can I turn on the wifi for the backup if it wont let me?

Try resetting:
Hold both the home and power buttons at the same time until the Apple logo appears on the screen. Then release the buttons and wait for the iPad to reboot. No data will be lost during this process.
