How do I se up my Epson 4540 printer to accept iPad command to print?

Check with Epson support for an updated printer driver that you can download and install that will enable AirPrint.

A new driver was made available by Epson just a few weeks ago. Even you bought the printer new recently, it likely does not have the latest printer driver installed.

If the printer is on and has AirPrint your iPad should recognize it. When you tap print the printer should be listed in the print choices provided.
