Imessage may be faulty

Hello Apple community, i am fairly new with the Iphone myself as i recently recieved a second hand Iphone 4. So lets cut to the point, i have made an IMessage account and set it all up ready to go. Turned it on, set the Send & recieve so everything is fine. The thing is, when i am connected to a network source (wifi) supposedly imessage would work. Wrong. For some odd reason, when i go into messages and want to message a friend, or even my own siblings with imessage who yes own an Iphone with ios 5 or above the speech bubble is green instead of blue. On rare occassions, i have noticed imessage will only work if someone imessages me. I cannot start a conversation with imessage, any advice?

iPhone 4, iOS 6.0.1

iMessage is not faulty, users are faulty.

If the bubble is green, that indicates SMS. If the device has data connectivity (Cellular data or Wi-Fi) then the device will be able to send as iMessage. If the device does not data connectivity, the messages will be sent as SMS.

The specific device may be having issues, basic troubleshooting from the User's Guide is reset, restart, restore (first from backup then as new). Has any of this been tried?
