I can't see all the loops in garage band

can someone help me with garageband loops?

Many of the loops are grayed out. When I click on one, I get a pop-up that asks if I want to install the complete set of instruments and loops.

I click on "download now", the system checks for updates and says my software is up to date

What am I missing?
