Why can't I create a new folder in my iCloud mailbox?

iCloud email uses IMAP protocol, correct? So why do I not see an option to create additional folders in my email acct?

iPad 2, iOS 5.0.1

trying on ipad, iphone and new iMAC. Trying to get same functionality I had in Outlook for managing email. I now understand I need to use email with IMAP protocol, and my current primary email provider (Frontier) does not allow that option. So before I dump Outlook and switch email accounts to an IMAP enabled provider I want to know how I will be able to manage email with Apple's mail program. Since I have all these new Apple devices I want to be able to manage all email from any of them. I understand iCloud supports IMAP and already have an iCloud email account so thought I would start there. Thanks for any suggestions.
