You need to buy iPhoto 11, either as part of an iLife 11 DVD or by upgrading your OS and purchasing it from the Mac App Store.

If your computer supports Mac OS X 10.7(which requires a Core 2 Duo or better CPU and won't run on Core Duo Macs) or 10.8 and upgrading the OS won't require any other upgrades, such as buying more RAM or upgrading PowerPC-only applications such as Office 2004, it's cheaper to go the Mac App Store route.
